The number of political state workers will be cut 8-fold in Kazakhstan, Tengrinews.kz reports. “A block of professional managers is being formed. The number of political state workers will be decreased 8-fold. Only heads of state authorities and their deputies will be left. Authorities of ministers, accountable secretaries, Akims (Mayors and Governors) and heads of offices will be clearly delimited. Ministers and Akims have to work on implementation of industrial policies and development of regions and not get involved in personnel issues or distribution of budget money,” the President said at the meeting on development of the regions of Kazakhstan. Nursultan Nazarbayev reminded that a National Commission will be formed to select personnel for the A Block. According to the President, the new Block is not an elite club, but a group of dedicated people’s servants protecting their interests. “I am warning you that the selection will be very strict, transparent and based only on professional and business qualities. Accountable secretaries have to have experience of working in the regions, speak the state language (the Kazakh language) and know the area they are working in very well. Regional and city Akims should preferably have some experience of working in central and oblast state authorities. You still have 6 months to get ready and sort everything out,” Nursultan Nazarbayev said. The President also noted that selection into the A Block does not give any indulgences, but on the contrary required annual confirmation of the officials’ competencies via an appraisal system. “Akims will also have to have a rating to be approved by my decree. Out-of-competition transfer of state workers has to be minimized. Only the most dignified people have to work in state service,” the President stressed. Besides, Nazarbayev reminded the officials about their obligations to serve the people as public workers and has once again rebuked Kazakhstan officials for excessive bureaucracy .
